Vice Chancellor of the University of the West Indies, Sir Hilary Beckles, says the Caribbean has the lowest enrolment in higher education in this hemisphere.
He was speaking during the annual report presentation and council meeting at the University of the West Indies Cave Hill Campus.
Sir Hilary says there is also a lack of strong partnerships with the private sector and governments.
