Attorney General Dale Marshall says there are over 1600 matters awaiting trial in the High Court compared to 350 in 2011.
Mr Marshall says many of these 1 606 cases are from between ten to twelve years ago and now have a large number of accused individuals bringing constitutional motions against the state arguing the delay has resulted in a breach of their fundamental rights.
Speaking at a symposium to address the backlog in the justice system, Mr. Marshall said after investigators have worked hard to bring cases before the court, the accused have been winning the motions and getting damages.
