The President of the Caribbean Development Bank has identified resilience as being key to realizing and achieving the vision of late Prime Minister, Professor the Right Honourable Owen Arthur for sustainable development.
Dr. Gene Leon says the vision is one in which all of our societies flourish.
He says there’s growing understanding resilience is complex and multi-dimensional and needs to be interpreted broadly to include social development, institutional and productive capacity and finance.
The CDB President says its vital that policies implemented for short recovery efforts are consistent with those required for a transformative long term vision.
Dr. Leon’s comments came during the inaugural Distinguished Owen S. Arthur Memorial Lecture.
He says tapping into external change agencies is the most meaningful way for small economies to spur technological change.
